A VA cash-out refinance lets eligible veterans take equity out at a loan-to-value conventional financing will not touch.

How far it reaches

Conventional cash-out caps at 80% of value on a primary residence.

The VA permits up to 100%, though most lenders set their own ceiling at 90%.

That extra 10% to 20% is real money on a South Florida home.

Refinancing a non-VA loan into VA

This is the feature most veterans do not know exists.

You can refinance a conventional or FHA loan into a VA loan through the cash-out programme, even taking no cash at all.

For an FHA borrower that removes the annual mortgage insurance premium, which on most current loans never cancels.

The saving frequently exceeds $200 a month and outlasts any rate difference.

What it costs

The funding fee applies, and it is higher on a cash-out than on a streamline refinance.

Veterans with a service-connected disability rating pay nothing.

You will also pay standard closing costs, plus Florida documentary stamp tax on the new note and intangible tax on the mortgage.

On a $400,000 refinance those two state taxes alone run roughly $2,200.

How it differs from the IRRRL

The IRRRL is a streamline. No appraisal, no income documentation, no cash out.

The cash-out is a full underwrite. Appraisal, income, assets, credit.

The IRRRL only refinances an existing VA loan. The cash-out can bring in other loan types.

If you simply want a lower rate on a VA loan you already hold, take the IRRRL. It is cheaper and faster.

The net tangible benefit test

The VA requires the refinance to leave you better off, and lenders document how.

Lowering the rate, shortening the term, moving from adjustable to fixed, or eliminating mortgage insurance all qualify.

Taking cash for a genuine need can qualify too, but the file has to show the benefit.

That test exists to stop repeated churning of veterans for fee income. It works in your favour.

Seasoning requirements

You need at least 210 days from the first payment on the loan being refinanced, and six consecutive payments made.

That applies whether the existing loan is VA or not.

A very recent purchase cannot be cash-out refinanced immediately, even with substantial equity.

Plan around it rather than being surprised by it.

Where Florida files stall

The appraisal, first. Fast-moving submarkets sometimes produce values below expectation, which changes your ceiling.

Insurance second. Premiums have risen enough that some veterans now fail debt-to-income on a refinance they would have cleared two years ago.

For condos, the association. VA project approval matters on a cash-out just as it does on a purchase.

Get a current insurance quote before you apply, not during underwriting.

What to do with the cash

Home improvement and debt consolidation are the common uses, and the VA places no restriction on purpose.

Consolidating unsecured debt into the mortgage secures it against your home. That is a real trade, not a free saving.

Compare against a second mortgage that leaves the first alone, particularly if your current rate is low.

Entitlement and using it again

A cash-out refinance uses your entitlement like any other VA loan.

It does not consume it permanently. Selling and repaying restores it in full.

If you plan another VA purchase, check your remaining entitlement before committing.

Investment property and second homes

The VA cash-out is for a home you occupy. It is not available on a rental you never lived in.

A property you previously occupied under a VA loan can sometimes qualify, which surprises people.

For investment property, look at a DSCR cash-out instead.

That qualifies on the rent rather than your personal debt ratio.

Comparing against a second lien

If your current rate is well below market, a second mortgage almost always costs less overall.

Run the blended cost on the blended rate calculator before assuming the higher LTV wins.

The VA advantage is reach, not price, when your existing rate is low.

A last check

Ask your lender to quote both the cash-out and an IRRRL if you hold a VA loan already.

If you only want a lower rate, the streamline is cheaper and faster every time.

Timeline

Thirty to forty-five days, since this is a full underwrite with an appraisal.

Condos run longer because of project review.

Return document requests the same day and it lands at the shorter end.

One more consideration

The cash-out uses entitlement but does not consume it permanently. Selling and repaying restores it in full.
