Conventional rate-and-term
There is generally no seasoning requirement at all.
You can refinance the day after closing if a lender will write it and the numbers work.
In practice, closing costs mean it rarely makes sense that soon.
The exception is if you took a loan with a prepayment penalty, which is rare on conventional.
Conventional cash-out
Twelve months of ownership before you can use the current appraised value.
Buy in March and try to pull equity in August and the lender will generally use your purchase price instead.
Delayed financing is the exception for cash purchases, letting you recover funds within six months.

FHA streamline
At least 210 days from your first payment due date, and six consecutive payments made.
The refinance must also produce a net tangible benefit, usually a half point improvement in rate plus mortgage insurance.
That rule exists to stop lenders churning borrowers for fee income.

VA IRRRL
The same 210 days and six payments as FHA.
Plus a recoupment test: closing costs must be recovered by the monthly savings within thirty-six months.
The IRRRL is the cheapest refinance available anywhere once you clear those.

VA cash-out
Also 210 days and six payments, whether the existing loan is VA or not.
It reaches higher loan-to-value than conventional allows, up to 100% by VA rule and 90% at most lenders.
It can also bring a conventional or FHA loan into VA, which removes FHA mortgage insurance.

Beyond seasoning: when it actually makes sense
Add every closing cost, including Florida documentary stamp tax on the new note and intangible tax on the mortgage.
Divide by the monthly saving. That is your break-even in months.
If you will move before it, the refinance loses money regardless of what the rules permit.

Shortening the term from thirty years to fifteen.
Leaving an adjustable rate before it adjusts.
Removing a borrower after a divorce, which needs a full refinance rather than a streamline.
What has changed in Florida since you closed
Insurance premiums, mostly. Some owners now fail debt-to-income on a refinance they would have cleared in 2022.
Get a current quote before you apply rather than discovering it in underwriting.
Condo owners face association review even on a refinance, and a pending assessment can stall the file.
Appraisals in fast-moving submarkets sometimes come in below expectation, changing your pricing tier.
USDA streamlined assist
USDA offers its own streamline for existing USDA borrowers.
Twelve months of on-time payments is the usual requirement.
No new appraisal and no credit review in most cases, provided the payment drops by a set minimum.
It cannot take cash out, which requires moving off USDA entirely.
Prepayment penalties
Agency loans do not carry them. Some non-QM and portfolio loans do.
A five-year step-down penalty is common on investor loans.
Check your note before assuming you can refinance freely.
If you may refinance early, buying a shorter penalty period is usually worth the rate increase.
What to gather before you ask
Your current mortgage statement and a payoff quote.
Two years of returns and W-2s, thirty days of pay stubs, two months of statements.
Your insurance declaration page, and for a condo the association contact.
Having these ready cuts about a week off a typical refinance.

The question behind the question
Most people asking when they can refinance are really asking whether they should.
Seasoning is rarely the binding constraint. Break-even usually is.
Work out the months to recover your costs, then compare against how long you will stay.

A decline is often about one variable rather than the whole file.
Insurance premiums, a thin appraisal or a single debt can each do it.
Ask for the reason in writing, fix that one thing, and reapply.
